Harvey A. Kagan, Sc.D., P.E.Harvey A. Kagan, Sc.D., P.E

Dr. Harvey A. Kagan is the president of Construction Consultants Group, LLC, a forensic engineering consulting firm specializing in structural design and construction-defect investigations, construction worksite accident investigations and construction delay claim analysis.

Dr. Kagan previously held senior consulting positions with leading firms in the forensic engineering field. For over 11 years he was a professor of civil engineering and construction management at Rutgers University in New Jersey and the University of Evansville in Indiana. He has been employed as a structural engineer for the design of buildings, refinery and chemical plant structures, nuclear power plant structures and aerospace vehicles. He holds a Doctor of Engineering Science degree (Sc.D.) from New York University, Master of Science degree (structures) from the University of Illinois, Master of Science degree (construction management) from Purdue University and a Bachelor of Science degree (civil engineering) from Columbia University.

Stanley D. Pulz, C.S.P., P.E.Stanley D. Pulz, C.S.P., P.E.

Mr. Pulz is a Registered Professional Engineer (safety), Certified Safety Professional, and Master’s Level Psychologist specializing in technical aspects of applied human factors engineering and safety. For over 25 years, both as a corporate safety director and private consultant, Mr. Pulz has provided a variety of organizations, including private industry, governmental organizations, and the legal and insurance community with technical assistance on safety and human factors engineering issues. In addition, Mr. Pulz serves as a member of numerous national consensus standard committees including: ANSI A-10 Committee on Safety Requirements for Construction and Demolition; chairperson for the ANSI A-10.39 Subcommittee on Safety Audit Procedures; ANSI A10.1 - Planning for Construction Safety and Health; ANSI A-10.2 Subcommittee on Standard for Safety, Health, and Environmental Training; ANSI A10.40 - Reduction of Musculoskeletal Problems in Construction; ANSI A10.41 - Equipment Operator and Supervisors Qualifications and Responsibilities; ASTM E34.30 - Occupational Health and Safety in Construction; ASTM Committee No. E-34 on Occupational Health and Safety; ASTM Subcommittee E34.85 on Ergonomics. As an Accredited Occupational Safety and Health Instructor for CONSTRUCTION SAFETY through the U.S. Department of Labor (OSHA), Mr. Pulz has taught Accredited OSHA Safety courses through The National Resource Center for OSHA Training under a grant from the U.S. Department of Labor. In addition, Mr. Pulz has been an instructor in human factors and safety at the Community College of Baltimore County, Catonsville, Maryland and numerous safety topics for the National Safety Council and the Safety Council of Maryland.

Timothy Sass, M.S.C.E. P.E.

Timothy SassTim Sass has over 30 years experience in civil, structural and mechanical engineering, consulting and design. Projects include designing residential and commercial structures, evaluating structural damage to residential and commercial buildings and mediating construction claims. Services include providing design documents necessary for construction and structural remediation. Investigating causes of failures, slip and fall, building code compliance, smoke infiltration, mold, hail damage, documenting current conditions and providing expert testimony.

Mr. Sass recently attained LEED certification and recently completed an adjunct Professiorship at the Pennsylvania Institute of Technology where he taught reinforced concrete design to a class full of aspiring young Engineers. Mr. Sass holds a Master of Science degree in Structural Engineering from Purdue University and a Bachelor of Science degree from the University of Idaho. His office is located at 274 Berwind Road in Wayne, PA 19087 in the U.S.
